हम सभी जानते हैं कि किसी भी व्यवस्था को सुचारु रूप से संचालित करने हेतु नियम बनाये जाते हैं |
हाल ही में एक वाकया मेरी आँखों के सामने उस दिन आया जिस दिन हमारे यहाँ मतदान था यानि कि कल | इस घटना ने मुझे कुछ सोचने पर मजबूर जरूर किया | घटना कुछ यूँ है कि हम सभी जानते हैं मतदान केंद्र पर मोबाइल का उपयोग मतदान के दौरान प्रतिबंधित होता है जो कि बिलकुल उचित भी है | जब कल हम भी मतदान के लिए कतार में लगे हुए थे ,तभी मैंने देखा कि एक फैमिली अपने २ बालिग बच्चों के साथ हमारे ही आगे कतार में लगी हुई थी | जैसे ही उनका नंबर आया तो देखा कि उनके एक बालिग बच्चे के पास आई डी कार्ड की हार्ड कॉपी नहीं थी दिखाने को,इसलिए वो मोबाइल में अपना आई डी रूम के बाहर ही खड़े पुलिसकर्मी को दिखाकर बोला कि आप अंदर से चुनाव अधिकारी को बुला कर मेरा आई डी चेक करा दीजिये फिर मैं मोबाइल यहीं बाहर रखकर रूम में मतदान हेतु प्रवेश करूँगा | जबकि वो चुनाव अधिकारी वहीँ just सामने ही बैठे हुए थे |
मोबाइल का प्रयोग प्रतिवंधित है इसलिए पुलिसकर्मी अड़ गया कि वो उसे अंदर नहीं जाने देगा | उसके पहलु तक देखें तो सही था | उन लोगों की बहुत request पर वो अंदर सामने जाकर चुनाव अधिकारी के पास तक वस्तु स्थिति समझाने भी गया | चुनाव अधिकारी बोले उनको बोलो कि घर जाकर आई कार्ड लेकर आएं | जब उन parents को पुलिसकर्मी ने ऐसा बताया तो उन्होंने बताया कि हमारा घर यहाँ से ५ km दूर है और हम अभी भी ऑटो करके आएं हैं | वापस जाकर तो नहीं आ पाएंगे | परन्तु वो चुनाव अधिकारी जो कि सामने ही एक कदम दूर बैठे थे वो उठकर खड़े होकर मोबाइल से आई डी देखकर उसे मोबाइल वहीँ छोड़ने की बात पर राजी नहीं हुए |एक बात का जिक्र करना भी जरुरी है कि उस समय कतार में सिर्फ २ लोग ही शेष थे |
अंततः वो candidate लौट गया बिना वोट दिए | इस घटना ने मुझे एक बात को सोचने पर मज़बूर किया कि नियमों का पालन तो हुआ परन्तु अगर उसे विस्तृत रूप में देखें तो देश का एक वोट कम नहीं हो गया जबकि मतदान वैसे भी इतना अल्प हुआ है और हार जीत भी एक एक वोट पर टिकी होती है |
जब पूरा परिवार ,एक संभ्रांत परिवार साथ में एक साथ वोट देने आया था ,यहाँ तक कि उनकी कोई जिद भी नहीं थी मोबाइल अंदर ले जाने की ,तो क्या चुनाव अधिकारी को थोड़ा सा आगे बढ़कर आई डी रूम के बाहर से ही चेक करके मोबाइल को उसे बाहर ही छोड़ कर आदेश देकर कम से कम एक वोट डलवा नहीं लेना चाहिए था ?
क्या व्यक्ति को देखकर चुनाव अधिकारी ये अनुमान नहीं लगा सकता था कि नियमों के दायरे में रहकर उसकी पहल से अगर एक वोट बच जाता तो उसका एक बड़ा फ़ायदा नहीं मिल सकता था?
ये मेरे विचार हैं कि नियमों को अपने विवेक से थोड़ा अलग तरीके से नहीं निभाया जा सकता था जब बात देश हित की थी तो?

We all know that rules are made to run any system smoothly.
Recently an incident came before my eyes on the day when we had voting i.e. yesterday. This incident definitely forced me to think something. The incident is such that we all know that the use of mobile phones at the polling station is prohibited during voting, which is absolutely appropriate. Yesterday, when we too were standing in the queue to vote, I saw that a family with their two adult children was standing in the queue ahead of us. As soon as his number came, he saw that one of his adult children did not have a hard copy of the ID card to show, so he showed his ID on his mobile to the policeman standing outside the room and said that you can call the election officer from inside. Get my ID checked, then I will keep my mobile outside here and enter the room to vote. Whereas those election officials were sitting just in front.
Use of mobile phones is prohibited so the policeman was adamant that he would not allow him inside. As far as his aspect is concerned, it was correct. On the strong request of those people, he went inside and even went to the election officer to explain the situation. The election officer said, tell them to go home and bring the ID card. When the policeman told this to those parents, they told that our house is 5 km away from here and we still came by auto. You won’t be able to come back. But the election officer who was sitting a step away in front did not agree to stand up and leave the mobile phone after looking at the ID. It is also important to mention that at that time there were only 2 people left in the queue
Ultimately that candidate returned without voting. This incident forced me to think about one thing that the rules were followed but if we look at it in detail then not a single vote of the country was reduced whereas anyway the voting was so less and victory and defeat also depended on each vote, it happens.
When the whole family, an elite family, had come together to vote, they did not even have any insistence on taking the mobile inside, then should the election officer have gone a little further and checked the mobile from outside the ID room itself? Shouldn’t he have left him outside and ordered him to cast at least one vote?
Couldn’t the election officer, after looking at the person, have guessed that if one vote was saved by his initiative while staying within the rules, he would not have got a big benefit?
It is my view that the rules could not have been followed a little differently as per one’s discretion when it was in the interest of the country?
